The choice is after You. TO THE QUESTION ON STRUGGLE AGAINST PLUNDERS OF FUEL AND "LEFT" GOINGS

Only rare heads of the building organization can boast, that the questions of "left" goings and plunder of fuel do not disturb them (reaching at times till the inconceivable sizes, that essentially raises standard of life of separate workers and causes a serious loss to the business as a whole). Certainly, a kind heart of the head is sincerely pleased for the subordinates, who sat on magnificent foreign cars, but nevertheless …

Well, so is it possible to struggle with it? Not with foreign cars, certainly, we shall leave it to the domestic car industry, but with plunders of fuel and "left" goings? It is necessary to struggle! And keep in mind, that this process, unfortunately, is never-ending. That's the way it has developed historically, for a man it's typical to develop, and to any new « perfect means of control » or « an exclusive method » he'll try hard and think up ways of detour. It began at those times when a man the first time took a stick in his hands, and it will end, I think, only with falling of a big meteorite. But let's not talk about sad.

The management of our organization – Managements of mechanization 9, branch of Joint-Stock Company " Mosstroymehanizazia-5 " – in its time has made a decision on introduction of new methods of refuelling of motor transport and building machines – each time up to a full tank. And, naturally, the quantity of the filled in fuel corresponded to the charge for the period of time from the last refuelling. Thus, certainly, at each refuelling the indications of the motor-counter and the counter of run were fixed. We, by the way, already put up these questions in one of «ÑÒÒ» numbers. All this operated with remarkable image, while skilful handles of unfair workers did not begin to climb in counters of motor-hours and run and until their "clever" heads not thought up different artful methods if reaching the motor-counter was not possible.
What? Well, different. Well the distributing box on the jointed dumper, for example, fails. And the box is imported, good, and expensive. And the dumper without it cannot work. So there stands this remarkable technics, and now already besides the expenses for restoration there comes the expenses for relocation, idle time, for failure of production, for not mastered volumes ... In general, everybody becomes sad. We start to figure out: gears in the distributing box have changed color, in oil the metal shaving is found – certificates of a critical overheat, but the oil pump of system of cooling is serviceable, the level of oil in norm … Miracles? Absolutely not. Such damages occur as a result of "posting" average wheels of the jointed dumper, for accelerated «winding-up» indications of the counter of run. In this case all systems of the machine continue to work, motor-hours go, run goes, the machine stays still. At not rotating of cardan of the forward bridge the pump does not work on greasing of a distributing box, because of absence of greasing there is a critical overheat. And the driver did not look that far, he intended to save fuel on plums, to wind-up the counter, and here such a thing …
 What to do? Control! First of all – the strict control over places, over objects. A permanent job with construction superintendents, the mechanics who are at the epicentre of manufacture of works. It's them as representatives of ITR, should stop similar incidents. Therefore with them the permanent job is needed to be carried on, and well, a material stimulation is certainly necessary, so that they wouldn't enter into an agreement with other workers. But, unfortunately, only these measures and steps are not enough. And a modern flexibly conceiving head distinctly understands it. Here and our director Khusainov Vladimir Grigorevich has made correct decision to enter the greatest possible monitoring system including the advanced scientific and technical methods and the decisions.
Let's begin with simple – with iron meter rulers. If you think, that of « advanced scientific and technical » in rulers is not enough, you just are mistaken, and we only shall begin the story with them about all complex of measures. And so, about rulers: you know – it works! For this purpose it is only necessary to make a sketch of the tank of the machine, and you always, coming on object, can check conformity of actual presence of fuel in a tank to records in the sheet. Besides drivers at the shifts check and write down the rest of fuel. Very conveniently – it is not necessary to be responsible for others. It would seem, that's all, that's all what is necessary? Alas, no. There are fuel tanks with complex geometry or with the blocked protective grid, a mouth where it is problematic to lead gaugings qualitatively. Besides there is needed « The human factor » which will daily go on objects with a ruler and Komsomol enthusiasm and make gaugings. And not to enter any arrangement. It is important. And what if you have a lot of objects? And what if they are scattered on all over the country? And construction superintendents should supervise over construction, and mechanics should repair something, and superfluous people are not present? Here comes to us as the aid, the scientific and technical progress. But by the way that why are we talking all about plunder of fuel? But "left" goings? Here with this we shall begin our acquaintance with progress. To know whether your machines do or do not do "left" goings, they are necessary to be discovered. It's desirable to not only see it at this moment of time, but also have a possibility to raise proofs for a certain period. And this information must be intuitively comprehensible since it will go on report to the managing heads, reliable and must not contain the dual interpretation - since you are going to to check people's work, and at case. take strict measures. Otherwise why bother?
On the market of the satellite systems of spying for mobile objects there are enough many companies, offerring different complexes of the services at different prices. We shall not stop on concrete representative with description of package of their services and scatter of the prices. We only try to help you to understand what from all this is useful for you and what problems can appear hereinafter. The Good, that we have a certain experience in this matter.
A few words about principle of the action of such systems. On a car or a building machine is fixed a special on-board block, and to which two antenna are connected  - GPS and GSM. Through GPS-channel by means of satellite block collects information on location - writes in memory the points with coordinates, through GSM-channel sends them to dispatcher post, to the server. Naturally for working in GSM-channel mobile connection, you need a sim-card. As a rule, for such a system it's possible to connect different sensors - an ascent of the basket, cutting-in and switching off the engine and etc at customer will.
Usually you have two variants of installation of such system. The First - to enter into agreement with company on installing the system with condition that server itself, where altogether information is flowing into, will be placed in their office, but for you the information will be sent to your dispatcher post. The Advantages - you won't need to delve into "forests" of adminstrating the enigmatic processes of the adjustment blocks installed on machines, in algorithms of the programming and regulations of any parameters. The Disadvantages - you monthly pay the considerable subscription charge to companies - the installer of the system, as well as subscription charge to companies mobile connection, sim-cards of which are installed on your machines. And therefore to produce trivial change of an unserviceable sim-cards or a fuze (on experience - the most wide-spread types of the breakages) and retarget the system, you will need to call the installers, but this needs the time and money. Even in case if the breakage is a vastly serious one and it is necessary to remove and deliver the block for repair, prepare to pay for "run of specialist, diagnostics, removing the block, repair, once again - run of specialist, installing the block, adjustment". This will cost you a whole lot. All, except repair, was possible to be undertaken, but this already second variant.
The Second - the server is put at your place, all data is flowing in it, besides you must have trained people, who can at least very little (nobody will teach them a lot - it isn't your bread) understand in administrating the processes of the system. Well and you yourself will have to come to on objects to change the  fuzes, sim-cards, remove the blocks and deliver them to repair, but afterwards get them, install and reprogramm the system. The Advantages - big operativity in decision of the not complicated problems, you with the time will understand the system deeper and will pay only companies of cellural connection - place the money on to a number of the cards, installed in mobile blocks. Well and you don't much suffer from the problems, appeared at companies - installers of the systems. The Disadvantages - you are not so much beloved as a client, besides only really skillful specialists must work for you, whom you should value, pay a worthy salary and prevent to sacking since new ones need a few months to learn necessary basis. However the most worst - if something will happen to the server, the whole information will disappear, and this will only be your problems. Though from this can save you the reserve copying. That's for you to choose.
I should like to stop on one more fine aspect. An Ordinary case - several units of yours ceased to be positioning. You stopped seing them, you are alarmed, but you can do nothing. It is necessary to call a specialist. And you call them. And they tell you with sympathatic tone that they are able to arrive only in a week or two since there's a lot of work, all are busy and etc. Finally, surprisingly you find out for yourself that you not such "the most wanting client, with which we will link a long and honored partner's relations" since the system is installed on, let's say, on your forty units, but some new client's - on one hundred and fifty. And he asked to install fifty more. And all workers of the technical service are presently there, at the installation. And here you are, by the way, don't ask to install anything else, besides you now only all break, you bore and distract. This is life. Here, remember the main thing: when you only decide to install such a system, you will be guaranteed everything - a steady work, round-the-clock support, instant warranty repair. Don't be tempted. After its installing, you'll open suddenly for yourself that you have got not quite that you wanted. And you can not threaten afterwards that break all relations with them  and will become the client of some other company. You have put a heap of money in installed equipment and now you are going to through it out in garbage pit and spend the money on a new one? But are you sure that new will better? You see. And they beautifully understand this too. So secure yourself at least for a warranty period. Read attentively agreement. Do not yield to on that agreement is "standard and does not subject to change", at our complex time everything changes, even the climate. Let it be clearly prescribed in agreement, in what period in the case of mortality during the warranty period the equipment will be repaired or replaced. And what penalty sanctions will follow in case of non-observance of the periods. Go over the terms of a post-warranty period service, this is important too.
It should be said, that not everything is so gloomy. I'm sure, that during the warranty period the equipment will perfectly work for you. And even afterwards it will work for a certain time. And all this time, which it will work, you will know everything which happens to your equipment, - who started to do "left" goings, who raises the basket in a not proper place, what are the actual idle time of the equipment. The System allows to see really a great deal. And outwit it is tremendously hard. They try, certainly, to outwit it, but by a hard work, and even try to break it. Only here the operator immediately gets the signal: "opening the block" - and there is a possibility operatively to do something about it. And screening the antennas is immediately seen and understandable, and overlapping GSM-channel. The Cellural connection after all may disappear in some places, but satellites, they practically are always seen for the system. And the system with good faith all coordinates and events writes in memory. But afterwards, as GSM-channel will appear once again, it'll send the whole recorded information on to the server, will miss a thing. But the mechanical breakage of the system should be necessary and certainly, stopped. Immediately and hard. So to be an example for others.
A few words about reefs. You will, certainly, be told when installing that system can send information through GPRS-channel, sms-messages and direct channel connection. Which means anywhere, where there is a cellular connection, you will get this information? The Trick in here is what. Really cheap and qualitative data communication goes through GPRS-channel only. Even in roaming. But after all the trouble is in that that GPRS did not yet come to all small pieces of coal of our bounless native land. Such happened. And if the equipment works where there's no connection, there remains only sms-messages and direct channel connection. Again all splendid? Alas, no. The Direct channel connection is much expensive, particularly in roaming, speaking on it will eat-up all your money on count in a moment. With sms it's not that simple too, coming from our experience - in a sms-message "fits" only one event. For example, a dump truck has raised a basket - there flows one sms, it stopped or began moving - one more. This is little and sad and it does not provide the needs for reception of unceasing information. But if, for example, by volitional administrating, to allow dispatching of a maximum amount of sms, then you'll spend for one day the same amount of money as was spent for a month when working in GPRS. Essentially, for "non-emergency" monitoring you are left with only GPRS. Clarify this at conclusion of an agreement.
Another thing: you will be convinced that even at the absence of cellular connection, the mobile block will write "inside" all the information, and this can be a very long period, but afterwards, accordingly, when the connection will appear - the information will be sent so nothing will be lost. Having experience, again, you get information for two days only, more simply won't fit in the block. It will simply write new information but get the old one to wipe. That's the way it is made. This thing should be necessarily to taken into account.
Well and about painful. Prepare in two - two and a half years to replace sim-cards, installed in blocks. It is not all clear, probably, in them there's a wired quota on determined amount of sent information, but since information when working, through them goes a plenty of information, exactly at outflow of such period they block. Always. These cards are changed by cellular operators for free, the difficulty in installation them into the blocks, since the equipment, as a rule, is located "working" at different distant objects. And about blocks themselves: probably, and desiring to believe that the research progress has done one more step onward, but for this moment lifelength on refusal of the block has formed three - three and a half years. Morally prepare to this. Though, as we said, progress does not stand still, and it can be by the time that you decided on installation, all crucially changed.
On the whole, certainly that an organization, which found facilities for introducing the similar system, will not feel sorry about this. Even more, by the way, here for you a prime example: there were cases of firing drivers, who were just hired, right after they learnt of the installed system of the satellite monitoring. But we surely don't need such worker, do we?
Only you bear in mind that for normal work of this system and quick reception of the entire necessary information, it is necessary to organize shift work at the dispatcher post. Only then the operator will have time to process all enterring information and operatively report it to you on an important event. Otherwise you will simply miss it. Here I'll explain a little. For example, you need to trace the route of the moving of a certain unit of for past 8 hours, whether it did not deviate from route, raised basket in prescribed place only, stood during dinner one hour or three. So when you will form the report for these 8 hours and see the map - on it basically will be a chaos. The assessed lines one on one, messed-up dots. Don't worry. Only afterwards you will learn to split the report on more short temporary length, consider the important moments in zoomed mode, attentively examine the text part of report, you will get the intuition. But for all this you need time.
How to stop "left" goings, did you understand it? Now let's return to plunder of fuel.
The following important part of the general controll system - control of fuel consuption . What are these systems like? Let's take the most wide-spread variant - a sensor is fixed in tank on the whole depth, in booth - a device of recording the information. Recording can be produced by connections of a laptop, equiped with a special reading device, or even by a radio link. A very convenient system, it is necessary to say. Though, expensive one. Literately adjusted and correctly working system will perfectly cover the spent on it money quickly enough. And working with it is pretty comfortable. It is enough to detour once a month all the equipments, not for a long time to connect to devices of recording the information, but afterwards in calm situation to look the demonstrative reports about amounts and values of the filling-in, about filled-in and consumed fuel for time interval, as well as about the facts of plumming fuel and its general amount. And it's pretty comfortable that information, which recorded in in the blocks, can contain the data by amount of duration up to two months.
In general, all well. Only I would like to attract your attention to a single thing - agreement. The same situation, as with satellite monitoring. In agreement must be clearly prescribed periods of the breakage-handling the system during the warranty period and penalty sanctions for their breach. But one more peculiarity, intently watch for sketching the tank of your equipment. Store up the extracts from manual of the usages about tank volumes of equipment and upon completion of sketching, immediately check. In case of significant mismatches of sketching, you must require a repeated sketching. I assure you, when equipment will begin, at the object, showing the invalid data, to organize a call of specialist-installers will be much more difficult.
Frankly speaking, there's a small change to both, the sketching complying with volume of the tank at the first time, and hereinafter your fuller filled in, for example, 300 litres, and the system faithfully showed. Alas, this is so. And what to do? You need to get in touch with technical support, ask, require a call of a specialist for decision of the appeared problems. But you will be also required to send the report with volume of your filling-in and with evidences of the system. Afterwards technical support will think a couple of days and will send you a corrective file, which it will be necessary to introduce into the program, and everybody will feel well, and everything will become well. Sometimes it is so, sometimes it is not. And generally this "sorting" leaves the bad sediment. Be ready for it.
But what if correction has not specifically helped? Then you'll need to call the specialist for the repeated sketching. But you have already paid for everything? All the acts are signed? But agreement you liked at first, but you cannot influence on the quickest call of a specialist - there're no levers of the influence according to this agreement. They will arrive, certainly, someday and will produce a repeated sketching, and everything will work. Almost certainly. Hereto "almost" you will need to get used to. Though, once again to specify that this all coming from our own experience, and from the experience of contact with some companions from the other companies. As a whole the system will work and please you with demonstrative reports, from which it will be clearly seen, weather the fuel was plundered or not. And to this we were reaching to, weren't we? One fact that this system was installed, has shortened our consumption of fuel by one unit by 30% approximately. Man was conceived. He doesn't yet know, how to fight it. But consider, what an economy will be achieved? The system will dip itself several times till something will change.
One more thing of no small importance: you must bear in mind, usually under initial introduction of this new equipment you will not explained all pecularities. You come to a conclusion to install the system, and here suddenly there pops up that with building equipment, there appear difficulties. The Building equipment, it doesn't tend to move straight, but always goes up to mountains then into pits. The Fuel in its tank is always being transfused, its level changes, and your report will become to make colorful and alarmed-glad messages "discharge fuel", "bay fuel". It all will be colorful, but incomprehensibly. Yes, this is really so. Be ready to put in tanks of such equipment, as bulldozer, layer, joint dump truck, two sensors in tank with the device of the co-ordination altogether. This, certainly, will vastly raise the cost, but it will compensate the fluctuations of fuel level. Again we speak of that system, on which we have an experience.
Anyway, we shared with you with our system device experience of the general supervision, we tried to tell you about what we worked with ourselves, what methods and technologies we used. You might have something absolutely different, remarkable and not giving malfunctions. And technical support will be coming to you at the first call and quickly repair everything.
