According to Decree, Russia,  Rostechregulirovanie dating from December 17 2008 ¹ 423 State standard (GOST) R 53037-2008 (ISO 16368:2003) “Mobile elevating work platforms - Design calculations, safety requirements and test methods” was approved and put into effect on June, 1, 2009. The introduction of the new standard leads to cancellation of Standard GOST 22859 – 77 on the Russian territory “Hydraulic lifts. General specifications.”as thay are outdated and do not comply to the present-day scientific and technical level. GOST R 53037-2008 (ISÎ 16368:2003) is developed by non-profit-making organization Inter-branch Foundation “Certification of lifting-transport machinery and maintenance and repair service” within Technical Board 438 “Mobile Elevating Work Platforms”. The standard is modified in respect to ISO 13638:2003 with changes of certain requirements to safety and putting them to compliance with the RF national standards in force and economy needs. The new document specifies technical safety requirements and measures for all types and sizes of mobile elevating work platforms (MEWPs) intended to move persons to working positions. ISO 13638:2003 is applicable to the structural design calculations and stability criteria, construction, safety examinations and security tests before MEWPs are first put into service. It identifies the hazards arising from the use of MEWPs and describes methods for the elimination or reduction of these hazards. The requirements specified in the standard are applicable to certification purposes and are directed at the increase of domestic machinery safety and competitiveness.
